The eleventh issue of the Iraqi Association for Political Science Journal, published in June 2024, featured a scientific research paper by Dr. Asaad Tarish Abdul Redha, Director of the Center for Strategic and International Studies. Titled “Provisions of the Constitutional Document Between the Original Constituent Authority and the Derived One,” the paper examines the constitution document’s provisions and laws governing the establishment or rebuilding of states.
Dr. Abdul Redha’s research distinguishes between the original constituent authority, responsible for laying down foundational principles and general constitution frameworks, and the derived constituent authority, tasked with amending existing constitutions or drafting new ones based on the original framework.
The study aims to achieve political and legal stability, protect individual rights, prevent violations, and regulate inter-authority relationships. The constitutional document typically upholds democratic principles, the rule of law, and the division of powers.
