Prof. Dr. Sattar Jabbar Allay, a faculty member and researcher at the Center for Strategic and International Studies at the University of Baghdad, took part in the international scientific conference “Stability in the Arab World 2026–2035: Trends and Influencing Factors,” organized by the Middle East Studies Center (MESC) in Amman, Jordan.
Dr. Allay presented a research paper titled “The Concept of Stability, Its Domains, and Its Importance for Comprehensive Development” during the conference’s first session, which was chaired by Dr. Ibrahim Badran, a former Jordanian minister of education.
The paper underscored that stability is a fundamental requirement for political systems and societies seeking to ensure continuity and avoid violent, radical upheaval. It explained that political stability reflects a process of gradual, managed change that strengthens a system’s legitimacy and effectiveness and responds to popular aspirations.
The conference drew active participation from a distinguished group of Arab thinkers, politicians, and researchers. Its proceedings opened in the presence of prominent figures, among them Mr. Amre Moussa, former Secretary-General of the Arab League. The sessions addressed the threats and future opportunities bearing on the effort to build an Arab vision for achieving stability over the coming decade.
At the close of the conference, Prof. Dr. Allay received a certificate of appreciation from the Middle East Studies Center in recognition of his distinguished participation and substantive scholarly contribution to the proceedings.
