The Public Policy Department at the Center for Strategic and International Studies at the University of Baghdad organized a discussion panel entitled: “Financial and Administrative Corruption and Its Impact on the Legislative Elections,” as part of the center’s academic activities.
The research paper was presented by Assistant Lecturer Haider Sahib Ali, a researcher and academic at our center. He addressed the phenomenon of financial and administrative corruption, explaining how this corruption has transformed into a systematic political and institutional system driven by several factors, including the sectarian and ethnic quota system.
The research paper included a number of important scientific topics.
- political money : using money to finance election campaigns and buy votes .
- Abuse of influence : by harnessing state institutions to serve the interests of powerful parties .
- Elite dominance : the emergence of what is known as the ( democratic legacy ) and the enactment of electoral laws that serve the major powers.
- Loss of popular confidence : This is manifested in voters reluctance to participate and weak belief in the effectiveness of the electoral process .
The researcher emphasized that the impact of corruption does not stop at elections, but extends to undermine citizens’ confidence in the state, waste public resources, and perpetuate political and social instability
